LA City’s Regional Alliance Marketplace for Procurement (RAMP)

RAMP is a procurement portal that centralizes both public and private contracting opportunities for the region. The portal aims to leverage over $30 billion of economic activity in the region over the next decade to increase access to opportunities for all businesses, but particularly removing barriers to participation for local, small, and diverse businesses.

Nearly 1,000 attendees representing small business, medium and large sized firms, ethnic chambers, business advocacy organizations and intermediaries, financial institutions, and government agencies participated in the event to learn more about how the City’s new regional RAMP system would ensure that local investment benefitted local businesses. Speakers at the event included: LABC President Mary Leslie, Mayor Eric Garcetti, Councilmember Paul Krekorian, Inspector of Public Works, Director of the Bureau of Contract Administration John Reamer, Chief Procurement Officer Shannon Hoppes, Senior Managing Director at Trammell Crow Company and LABC Institute Chair Brad Cox, and Manager for Supplier Diversity at Cedars Sinai, Michael Herrera.

RAMP is based on a model employed for the London 2012 Olympics in which the creation of a universal procurement database was combined with a dedicated community engagement and outreach effort. Beginning in 2017, the LABC Institute analyzed the London model and proposed a similar effort here in Los Angeles through our Compete4LA initiative. That initiative led directly to the successful passage of a motion authored by Councilmember Paul Krekorian to fund and develop the new RAMP system.
